Human Resources Director

Position Title: Human Resources Director (Employee Welfare Benefits)

Overview: Operational & strategic oversight of the employee benefits, including medical/Rx, dental, vision, life, disability, and voluntary worksite benefits (accident, critical illness)


  • Onboarding of New Hires in PlanSource (enrollment software), Paycor and Empower 403(b) plan.
  • Manage annual “Open Enrollment” communications & logistics Notify all CDOP Entities of January 1 benefit changes and subsequent payroll amounts for Paycor entry.
  • Respond to participant inquiries on all employee benefit matters or inquiries. Resolve benefit issues through consultant or directly with service provider.
  • Assist with participant claims for all welfare benefits
  • Review and approve premium payments, claim funding requests, ancillary charges related to welfare benefits.
  • Manage the premium billing process to all CDOP Entities
  • Review outside medical services that have been approved by V.G. along with other medical bill payments for Clergy.
  • Prepare all employee benefit compliance forms necessitated by state or federal laws.
  • Oversee HR staff



  • Monitor all benefit cost/claim experience reporting in conjunction with Finance.
  • Assist in budget projections and employee cost-sharing recommendations
  • Manage 3rd party relationships with all welfare benefit service providers
  • Stay up-to-date on employee benefit laws & regulations
  • Assess and manage advisor/consultant relationship to achieve strategic goals



  • Knowledge of Paycor (payroll software) to assist with questions from locations in set-up and payment of employees throughout the Diocese
  • Oversee attendance tracking for Curia staff


403(b) Plan

  • Manage 403(b) Plan in collaboration with Finance, 403(b) broker, 403(b) record keeper.
  • Educate and enroll new participants
  • Oversee o 403(b) plan deposits by all Diocese locations processed timely throughout Diocese locations
  • Review questions from participants regarding rollovers and loans
  • Review and approve loans and withdrawals


Clergymen Aid, Inc.

  • Coordinate meetings and serve as meeting secretary/moderator.
  • Process monthly benefit payments through Paycor
  • Senior Status Clergy data entry to payroll company.
  • Arrange Annual Benefit funding change for Priests
  • Coordinate annual dues invoicing for Active clergy.
  • Coordinate retired priest annual housing deduction communication for year-end tax purposes
  • Provide census data for actuarial study when needed (every 3-4 years)
  • Manage Senior Clergy group Medicare Supplement benefits
  • Answer Senior Clergy questions regarding benefit funding
  • Prepare expense payments from Clergymen’s Aid for Finance
  • Communicate with Senior Clergy regarding transition from CDOP health plan to Medicare and Medicare supplement. Be sure that they enroll in Medicare timely



  • Oversee unemployment claims processed by Illinois Department of Unemployment for validity
  • Approve unemployment claims quarterly for reimbursement to IDES
  • Assist in protest of unemployment claims as needed to IDES


Other Duties

  • Coordinate “help wanted ads” for open positions at CDOP.
  • Handle the occasional employee issues at CDOP.
  • Serve as a resource to schools and parishes for employee related issues.
  • Coordinate “special circumstance” payments for priests
  • Handle terminated employee payroll
  • Consulting and working on Paid Leave Act Policy



  • General Human Resources education including personnel policy, benefits, laws/regulation, and recruitment/retention
  • Proficient with Microsoft Office
  • Paycor (payroll software), PlanSource (enrollment software) (not necessarily a requirement for new person but must learn)
  • Confidentiality
  • Effective oral and written management communication skills
